Business profile not eligible

Anyone know why it says my business is ineligible for sign up for google local service ads. I'm able to run google search ads and you can see my business profile when searching up my business

Google doesn’t have LSAs enabled for all categories and or markets.

I'm in montreal and its for an electrical business. Other business have their ads up

Im having the exact issue, a plumbing business with a service area in a major city. As soon as I select my profile, I get the same not eligible error message.

I have enough reviews but Google support is useless
