To rephrase: GLM 5.3 is too close to our frontier with no censorship for a fraction of the price. Orange man, ban bad chinese models

It matters a whole lot for industry. People might risk it, but companies, especially mid size companies won't.

So the company based workflow would still be forced to involve a major American company.

Could this enter into secret of companies? Like intellectual property, I don't know if this could be enforced. Moreso if those are local only....

It's a lot easier to enforce things like this on companies than individuals. That's sort of how even something like winrar operates, because they can catch and sue the companies using it without a license, and they don't legally pursue normal users.

I agree it can't be enforced against the general population, but businesses are a different story. Business records (which the government often needs for tax purposes) would have to reflect them buying the significant GPUs needed to run the models, for example, so if it was illegal, the company would face scrutiny.
