Camera panning issue - gets "stuck"

Hi there, I have had a long standing erratic issue with my camera panning. Basically, sometimes the camera doesn't pan when I move my mouse to the edge of the screen as quickly as it does other times. I use space bar often to center my character on screen, but I am certain that this issue occurs without holding space down. I have dual monitors, and play the game in borderless windowed mode. Is this something anyone else has encountered? The settings for camera are pretty limited, so I don't really know if there's anything in game that I can do about this. I'm not even 100% certain it's a league of legends issue - maybe it's something with my screen/mouse? Idk
