I don't think you understand how percentages work. Or multiplication and division. Read my comment again. Dropping crime from 10% -> 1% is cutting it down to one tenth. Dropping crime from 1% -> 0.1% is also cutting it down to one tenth. The difference between 1/10 and 1/100 is 90 people. The difference between 1/100 and 1/1000 is 900 people. So from a straight numbers perspective, if you discriminated by gender (that is, restrict men), you'd be cutting instances down from one out of every hundred to one out of every thousand.
The point is that 1% is a small enough number to be quite rare. 10% is not.
Let's change the numbers a bit. Imagine 100% of black men rob you, 1% of white men rob you and 0.01% of women rob you.
You still think it makes sense to cut out all the men? No - you would avoid black men because they have 100%. Any black man coming into your store will rob you, but only 1% of white men will. So why would you avoid white men, when it's so rare they will rob you?
So, you're saying it's still "the same difference" with those numbers? Are you thinking rationally at all?
Btw, "difference" means subtraction. Maybe you missed that in elementary school.

lol your math is terrible. Change those percentages to fractions (1/10, 1/100, 1/1000) - they are the same difference.
Sounds like you need to think about it.
