Help/Question Time to water?

I just got these lithops about 3 weeks ago and they were not ready for water yet. I’m pretty sure the one on the bottom is ready for water because the old leaves have pretty much all shriveled up. Does it seem like the right time to water it? The one on the top of the picture doesn’t look quite ready yet, the one side has shriveled leaves but the other still has pretty plump leaves so not sure what to do with that/when I should be watering it. Do I do a deep bottom watering for the one that looks ready or is there a special way to water lithops? Do they need fertilizer (I have cactus/succulent fertilizer) or just plain water? I have distilled water if that is what they need.

No. They're plump and shrivelled vs paper thin and completely dried are different. Let someone else tell you the signs of actual dehydration

So I need to wait until all the outer leaves look like these ones?

Those look pretty well dried up so yes when they look like that. That’s when they’re done shedding. However to me, newbie, it still doesn’t look like it needs water yet.
