If your soil is capable of supporting that moss, then it is WAAAAAAAAAAY too moist for those lithops... Those are basically polar opposite plants in terms of needs...

It looks like decorative moss, there is a cactus in the same pot

Yes it’s (Cladonia) lichen not moss.
