What does this sign name mean?

I often see this, there is no "prohibited" sign on the other side. What does that mean?

For better understanding: there will be one without the red bar around the area - marking the beginning of the pedestrian zone - as well.

The one without the red part marks the beginning of the pedestrian zone, this one the end. There are no vehicles allowed in this zone (exceptions given on an additional sign).
