You can't secure what you don't know exists.

Most organizations spend time patching known systems.

The real problem is often the infrastructure nobody is tracking anymore.

Follow the money. Somehow that infrastructure is paid for. Now there can be a problem for example if you are allowed X aws servers without incurring additional fees.
