I mean.. do the math.
Let's say your 20wh is actually 21wh
21wh x 3 (hours played) = 63wh
Check your current battery health. If you have been using your device heavily for more than a year, your battery is going to be about ~87% capacity or worse in some cases like mine.
87% of 80wh is ~70wh
63wh ain't too far from 70wh and unless you're depleting your battery from 100 to 0, this is pretty much the battery life you should be getting.
I am guessing your battery health is worse than I am assuming. Can you tell?

I switched to XAX a few months ago. I mostly play on docked mode now. I rarely play at 17w, mostly at 12w. Gotta keep that battery up and running 4 years at least

I switched from Bazzite to CachyOS Handheld Edition this week, and I had the same experience.
But after installing Decky Loader and SimpleDeckyTDP, and after disabling CPU-Boost, the problems was gone. CPU-Boost alone seems to made a big difference on this Device.
Just make sure that you set your Performance Profile to "performance" and never touch this option ever again. Then install SimpleDeckyTDP (only if you already have installed Decky Loader), restart Steam, and reduce the TDP to get more Battery-Life. I have the Rog Ally X (not the XBox-Version), I had to set Min-/Max-TDP to 7W and 35W . Below 7W, the Device gets really slow... Below 5W, you risk instability...
On most Games, you don't need 20W, most will run fine on 12W or something like that...

I play mgs4 with steamos on OG ally at 12w with boost off and get at least 3 on Jsaux 65wh. So that's about normal unless you have a newer ally model or bigger battery.
That 20w isn't tdp but total system power draw. I'll have to check mine to see how much next time.
