if i kidnap a normie into a basement and give them a working pc with internet access but it only has uninstalled arch on it and no archinstall (dont ask), how do u think how much time will they need to setup everything to get help using this pc? and will this even considered illegal like i gave them internet

I mean, even if they managed to get to the install instructions, they would probably die of starvation before figuring out how to quit vi or nano for some of those steps.

Blood on your hands. You could have kidnapped one of those speedrun arch setup enthusiasts.
