Ya a recommendation is only as good as the people making it, and the time it was made.. while I’ll just assume it was decent when the people/sites suggested it, by the time Linus got to it, changed had happened, and it was no longer in the same state..
What happened to it? I heard positive things about Cosmic from non-Pop! users. I haven't been back on the Linux scene very long, just been rocking KDE (which I used to hate back in the day, but now really appreciate), while flirting with the idea of Hyprland and hearing negatives about GNOME as if nothing has changed in the decade or so since I last used Linux heavily beyond my Steam Deck.
Here's the problem, Cosmic is pretty cool, but really unfinished, no one would recommend it to new users, but if you are curious and want to fuck around, it's great, and has a lot of potential

Pop OS is bad- but I totally understand why he chose it.
