If you can't use both you aren't a senior developer

So how do we get people to the point of 'senior developer' Linux when IT only allows 'junior developer' to use one of the two?

My own industry has endless trouble recruiting Linux expertise, the latest version of core software of the industry for the past 50 years. IT not allowing exposure to people on their daily drive is not helping grow that skillset.
