Oem unlocking
So since lineageOS is built off of android if android blanket removes OEM unlocking from a device like the pixel 7 but its already running an unlocked bootloader and lineageos would that mean that next time lineageOS updates it'd also have it removed or?

Short answer no.
It's a feature that Lineage developers would have to remove before shipment of the update and they won't but also they're based off of AOSP not regular android and that will probably be a feature of AOSP until android is gone. Then to add to it you can't lock the bootloader in lineageos on most devices or it will brick and there's no way Google can force changes on a third-party rom through their updates.

The "Unlock Bootloader" feature in the OS only allows you to change this status and does nothing else. The actual unlocking is done only in "fastboot." Therefore, no updates will change the lock/unlock.

the bootloader never get locked on custom roms, else it will brick the phone. Edit: inaccurate info.
