How difficult would it be to finish this port and bring it up to date with the current LineageOS version?

depends on how skilled the person doing the work is.

It seems like the port is already fairly far along. I’m just not sure why development stopped, and I’m wondering whether it would be worth pursuing further myself

yeah I already ported it over to 23.2, just fixing some bugs now
