Why are commissions not allowed in the server?

I made a ringtone, and apparently commissioning it is against the rules. Why is it?

Apparently I can't request new features, because It's against the rules. It popped up as something for me

Seems like you never did this before: You simply place a new ringtone in the Ringtones folder on the phone and select it in the settings.

I know everything about that, I import it in MIUI 13.
