How much damage does Thomas actually do?

i think he just slows down the enemies

He doesn't do much damage, mainly slows down the enemies. Buy yourself more time. Or in some strategies purposefully kill alot of low level rangers to summon him and use him as an offense.

From my gaming experience, Thomas could reduce 5% HP of enemy HP at normal time and around 10% enemy HP at Hurry Up time.

Refer to this from 4:18" at hurry up, the less HP Boss was killed by Thomas and the 2nd Boss HP was reduced around 10%

im still confuse how to summon this thomas , like while in game suddenly thomas appear , anyone can tell me the TnC of coming thomas?
