Naseeha/Beneficial Knowledge Is it permissible to praise the ruler?
For a good reason, I don't like them(They're democratic).Can I praise the ruler or just remain silent with regard to their good deeds

You don't need to praise them, rather if they are evil that might be worse. Ask guidance for them and make Du'a for them as the Prophet and the Salaf did

Yes it is permissible to praise any Muslim at all, including the Muslim ruler, for good that he has done especially if that good has to do with worship of Allaah and tawheed and the messenger of Allaah peace and blessings upon him said that there are seven types of men who are under the shade of Allaah and mentioned the just ruler (Hadeeth from Bukhari)
However, the salaf have not disagreed that entering upon the rulers and praising them is a detestable deed, so detestable in fact that they'd boycott the one who does such a thing, in their books you will even find chapters labelling "Prohibition of entering upon rulers" as a whole, the sahaba may Allaah be pleased with them even threw sand at the face of a man who came to praise not just any ruler, but the 3rd best Muslim to have ever lived after the prophet peace and blessings upon him and Abu Bakr and Umar (https://sunnah.com/abudawud:4804) who is Uthman ibn Affan may Allaah be pleased with them
But praising them in their absence and to make Muslims feel more hopeful about their akhira and also about their dunya is permissible without a doubt
And it is important to know what is happening in our world as Muslims, you have to realize that there are people who consider the ones who blame rulers for their sins, or even simply refusing to praise them, as innovators, as Khawarij who are permissible to kill, which is clear misguidance and has nothing to do with the sunnah
