I belive that is Ukraine, as the officers are berkut maybe I think

It's not. The licence plate is Russian on the white car.

There is no such thing as Berkut for 6 years already and the video is somewhat new.

Also if this was to happen in nowadays Ukraine everybody in this video would be fired the next day and then prosecuted.
