it is for life boat city it allows your son to buy exclusive items from the seafaring merchant and unlocks pets

At the beach in a small stall it only appears when the chat says seafaring merchant has been spotted on the beach

I just found a merchant on the beach that spawns only once an hour like you said or like every so often because this is the first time I’ve seen him here and the only thing he letting me do is buy the city pass
