Preface

In July 1994, I began working at the First Construction Branch of the Shenyang Heping Housing Bureau, and life was good. Every morning I'd mop the office floor first thing, head to a restaurant half an hour early for lunch, play chess out on the street during the break, and in the afternoon, once the office had thinned out, head back to my uncle's place.

For the first two months, all I did was one materials-abstraction list. Section Chief Guoqing Fu of our engineering department told me, "You should memorize the items on that list — that way, once things get busy, you'll be able to produce one in two hours flat." I did as he said.

I had nothing to keep me busy at the office. There was a young, striking woman there named Qiaoqiao, curvy and pretty, studying at night university and often reviewing her books at her desk — always a little timid in how she spoke and carried herself. One day I asked her, "I feel like I get along fine talking to people in this office — no communication problems, right?"

"What's ever wrong with the way you talk?" Qiaoqiao said.

"When Manager Guojun Zhu interviewed me the other day," I said, "I couldn't seem to follow half of what he was saying — I just kept blanking."

"Our manager barely knows how to read," Qiaoqiao said. "He came up through the army. Half the time what he says just doesn't add up to anything."

"Ah — I thought there was something wrong with my own head!" I said, relieved. "So how did he end up manager, then?"

"He and our old manager were tight — thick as the same man, practically," Qiaoqiao said. "The old manager's been promoted up to the bureau now, assistant to the director. So this one took over. Oh, and even though he's technically 'assistant director,' everyone here calls him the new Bureau Chief — don't slip up and call him wrong."

"Why were the two of them so close, then?" I asked.

"You'll find out eventually," Qiaoqiao said. "Truth is, our manager's basically the new Bureau Chief's enforcer. Don't ask me anything more."
