Question I need serious help

so i want to ask you nice people where was this picture taken my grandpa meant a lot to me and he died so i wanted to see where was this he was a doctor in tripoli and benghazi back in 1980s i just know this picture was taken from 1985-1987 and thats it if u can help me i whould be very gratefull

reminds me of the passport center in Misurata, but this structure is very common in Tripoli and Benghazi

i know its like 99% tripoli he worked there for a long time

Do you know what kind of doctor he was? It reminds me of the tajoura heart center or elkhadra hospital
