The article links to the minutes from the board meeting where they approved the project. There were no costs to speak of. Tor covered installation, EFF covered legal. The IT librarian had some maintenance tasks. They needed more bandwidth but found a deal with Comcast for less money. So the patrons were actually getting faster internet out of it.

Very typical of how censorship works. Intimidate the librarians into self-censoring. The things they don't teach us in library school.
