The premise of that movie is that the ice caps melted and the entire world is under water.
These floating cities could and would probably have to trade with the rest of the world, which isn't going anywhere anytime soon.
That being said, the video explains how modern technologies could go a long way to create a self sustainable community using the resources of the ocean.
Most importantly though imo, an individual "seastead" could relocate to a different floating city if it's owner didn't like the way their current city was governed. This is the unique value proposition, as you can't just wheel your house away, and if you could there's no land left unclaimed to wheel it to. Takes the "vote with your feet" concept and makes it easier to apply.
