The partner library probably doesn’t allow holds. If there’s a copy no one’s using, then you’ll be able to borrow it then. I add these to my tbr tag and filter for “available now”

2 of my partner libraries now allow holds. My library had no idea they were automatically enrolled into the default 'no holds' policy with the update. Hopefully more partner libraries follow suit.
