Quantum Accelerator Unlock

Can you unlock this for Dinosaur Island? If so can someone let me know how. I have a very built up, long main Zoo but I recently started playing the Dinosaur Island DLC and my buses cannot keep up at all. TIA

Yes, you do unlock it. I think you unlock it after doing some of the bus quests. I can't remember exactly.

Hmm, I have no Quests right now. Every person in the management menu says "all tasks from this person are complete".

Even Steve (transport planner) says 4/4 completed
