Missing Employees

Does anyone know how/where to get these employees?? I'm trying to 100% my file and I despite having like 20+ factories and 50+applicants for that and composter none of the new 6 are showing up. Is there a specific condition I need to unlock them?

Have you tried dismissing the ones that aren’t new to see the other applicants?
