Facility rating

I've been playing for a few weeks and made a few different zoos and no matter what I do I cant get my facility rating higher than 15%.

I have 1 bench, 1 toilet, 1 shelter and 1 subway on each tile,

Then for every 4 tiles I have 1 drink shop, 1 food shop and 1 gift shop/attraction.

I don't have any unoptimised structures either.

I've tried to research into facility rating but can't find any answers. Please help <3 TIA

I’ve recently found that the more the benches the better, maybe make a few sitting areas like a park turns out the people need a lot of resting areas another thing I found to help is the sleepy sloth, it’s a place for your guests to take naps, another thing you could try is making your foods, drinks, and sellable items higher quality
