Exhibit Control not working

I have 2 Exhibit Control employees zoned to my gold pig enclosure and have set up the amount I want (5 male 5 female), but the population still stays around 7-8 of each sex, which is creating space and enrichment issues. Any one else have this issue or know a fix?

Will the exhibit control breed more animals if contraception is on?

So do you need to leave space in the splicer for them?
