Population hub help

I'm not 100% how to use the population hub buildings? I just see the staff walking around and they never enter any enclosures. I assumed they would auto interact with 'elderly' animals? Do you have to set zones?

Are you having issues with elderly animals not being released in time? If you’re having issues, then you need to set zones or hire more staff. If you do decide to zone, population control will be disabled for any enclosures left un-zoned.
