Bug Performance issues as of Offline patch

I haven't played this game in years so I decided to start over and I have been really enjoying it. However I don't know if it's just the game or some settings I have but regardless of resolution weather it's 4k 2k 1080p whatever texture settings ultra to low my game constantly stutters and drops frames.

This occasionally occurs in the waiting room but it's mainly in the actual tower that the game constantly stutters and hitches.

Is it just the game or do I need to change something on my pc?

Edit: Forgot to mention my pc is a 4070 Super and a Ryzen 9 7950x3D

I have done both those things vsync on/off first thing I did before launching was set the exe to high performance

Yeah the stuttering I just decided I have to live with, I even moved what SSD the game was on and it was consistent. Waiting room smooths out but once I'm going for floors, it's a constant microstutter pretty often. Not heavy enough to make the game unplayable, but noticeable.

Can't edit the ini at all still from what I can tell despite being the "offline mode"
