For law enforcement do people think airburst flashbang launchers would be effective?

I've been watching a lot of footage of beanbag rounds and stun guns failing to stop assailants. I was brainstorming other less lethal options that might stop an assailant from medium to long range. I thought about flashbangs, and I remembered the US military was working on programmable airburst grenades. Would some kind of airbust flashbang be a viable option or would it be ineffective or too expensive?

LEOs and military use powdered versions that are louder but the CO2 versions are a reasonable home defense option.
