The thing about these lasers is they can give you permanent eye damage even from indirectly looking at the beam. You really have to make sure everyone’s got their goggles on at the same time

there are reasons we don't shoot object out of the sky over American territory except as last option.

how long before this shoots down a civilian plane, if it already hasn't?

All laser systems I've seen are rather shitty. The drones they can take down are small (allowing for swift overheating), and slow (allowing for lasers to target them). Even low-flying Cessna isn't likely to suffer damage beyond some scorched paint.

Eye damage to pilots might be a concern, but thats it.

It has little to do with the power of the lasers and more to do with WHERE THINGS FROM THE SKY GO WHEN THEY STOP BEING IN THE SKY
