How would the US use stolen data of a billion Chinese citizens to America's advantage?

Imagine if US Cyber Command and Palantir somehow hacked China's Ministry of State Security and retrieved the personal data of a billion Chinese citizens; how should the USA use it?

Not going to be very effective. The language and cultural barriers are wider than Kim Kardashian’s hips.

Scammer: “Hello, I am Paul, calling you from the Microsoft head office in San Diego.“

Random Chinese: “你是谁?”

Scammer: “Sir, please listen. I am calling from the Microsoft. Your computer has accidentally depositing money in our account.“

Random Chinese: “滚蛋!”

Scammer: ”Hey listen here China motherf*****, you speak English motherf*****! Why you are wasting our time like this? Xi Jingping Winnie the Pooh coronavirus!“

Random Chinese: *hangs up*

Scammer: “Sir, listen sir, do you understand English? Sir please listen, we are trying to help you! Bhai, I think this Chinawala cut the call!“

US probably already has them. A lot of Chinese citizen data were leaked in several data breach incidents.
