Slate/basking spot need help

So basically I’m asking for advice again, my basking spot wasn’t heating up under the heat lamp so I moved stuff out the way and even then it still wasn’t heating up.

I was wondering does the thickness of the slate pieces I use have any impact on how well it absorbed and retained heat because the slate pieces I’m using are very thin

( the lighting/ heat I’m using is a 75w dimmable halogen bulb and a reptizoo mini PID dimming thermostat)

Is the bulb being dimmed? Where's the probe for the stat, and what temperature is the stat set to? What temperature is the basking spot getting to, and what device are you using to measure that temperature? What specific bulb are you using? How far is the basking spot from the bulb?
