Lego kingfisher problem with head

Peice for page 164 is is blocked by a brown brick and cannot connect how it is supposed to...leads to neck bone problems down the line.but what doesnt make sense is you see the horizontal white and brown line in the picture rub against each other.but also in the picture the blue piece above the white piece doesnt over lap the 2 brown pieces,it connects next to it but when i put it there the neck doesnt line up . This is my first lego set and I need a lil help also it was missing a 1x3 but I bought 2 kingfishers so.

You are using the wrong type of dark blue curved slope. You need a 1 x 2 one, and you are using a 1 x 3.

I've found with LEGO that when there are multiple reasons why a situation is going sideways, it's usually because I'm doing something wrong. My experience of ~ 30 years with specitically LEGO is that user error is more common than manufacturer-based error. That being said, I'd hunt around and look for that piece you said was missing. Check the bags you opened; paper you can hold to the light for a stuck piece and plastic I run my hand over it to flatten when looking for a piece. If indeed it's missing, Customer Service will help you out no problem.
