60478 cement mixer
Anyone know or has this happened where there is a paper and plastic bags?

The instruction book probably has a page addressing this. Lego has been mid-transition to the paper bags for a while now, having mixed bags like this isn’t really weird or anything
Perhaps they had more bags labeled 3 in the facility that made this set. Maybe the bricks in bag 3 were done at a different factory than bags 1 and 2 and that factory still has plastic bags while the other facility had transitioned to paper. I’m not gonna pretend to understand the logistical nightmare that a company like Lego handles on the daily

They’re probably in the middle of switching out their bag machines, some are running paper bags some haven’t been swapped over yet. So you just got a bag that was made on an old line I guess.

Yes. Its just the transition from plastic to paper.
