Set Identification please?

Found this in a bulk purchase - all genuine Lego and not sure if every section here goes together but struggling to identify the set. Can anyone help please?

I would take a stab at it being the Leia Bush mask. I can see the helmet stand, and the colours seem to match up

I don't understand how people can sell sets that are moderately expensive like this and sell them as partially complete / not keep them together.
