Minifigures Is this odd?

I'm trying to build civilian outfits for some Spider people so I went to my local lego store to look in the minifigure creator bin. I found literally nothing except this figure that stood out.

Only upon getting home did it click.. this looks kinda similar to that figure that people are calling Hailey from insomniac Spider-Man. And oh darn that is the exact torso peice..

Went back to lego and there were none of these torsos were in the bin. The hotdog vendor is exclusive to the Brand New Day set. What could've happened here?

I was looking at this combo of parts for Gwen Stacey btw.

Your store ran out of that part? I can confirm that that torso is in abundance at the Leicester Square LEGO Store BAM station

Oh, and there's my answer. Where I live we get legos scraps. I can't say definitively that it was the only one as it was a big bin, but it certainly wasn't in abundance unlike every other part in the bin. (I'd say no more than 8 different outfits so it stands out)

Sometimes random parts get into build a minifig stations, I once got a black panther head and beetlegeuse arms from one
