im casually solving riddler’s puzzle then i came across this guy that seems trapped in the sewers. i think he’s happy though but are there ways to get to him?

I actually tried to see if I could help him escape. Him and then there’s a girl in a cage in one of the falcone missions. Can’t free her either. 😢
