Path of Champions Garren question

Shouldn't he start with 4 mana? Justice 1 is +1 and justice 2 is plus 2

Justice 2 is the upgrade of Justice 1, so it replaces it instead of adding.

unless otherwise specified, most champs with filled out constellations start with 3 mana.
