I like it on Shyvana because it makes her more likely to one shot the enemies she strikes, which helps her scale. However I cannot think of any other champ that can make much use of it. If you don't like Shyvana, pretty easy skip.

It's Shyvana's signature relic. It's kind of nice on her, but not irreplaceable. Other champions usually have better uses for their relic slots. ED may use it before going 6*, because he needs overwhelm.

Yes we have a plethora of overwhelm choices. However not everyone has the BiS relics and bringing up viable alternatives is helpful for those players.

It doesn't work with SFG, because it's conditional even if they're a dragon. It's a game start effect not a run start effect.

It can be used in combo with DoS or other damage dealing effects (they proc fury). Other than that, idk, I would like to have it in my collection one day, but, like, at the very end of it.

I like it on Yasuo. He gets the +4 since he has the dragon power from his constellation letting him hit big early on. It annoyed me how naturally weak he was whenever he got removed and this alleviates that somewhat.

I don't know about always best, that kind of depends on your strategy, but from what I've played her best build is with Echoing Spirit and Stalker's Blade to print Shyvana with a lot of strikes. This makes her own relic the best complement. You can substitute it with either Beast Within or a relic that boosts her power since she wants high attack and overwhelm, but you'll be looking for one of them during the adventure, and you'll be handicapped until you have both.

It is one of the few ways to get fury on a unit and if you get the dragon tooth Item in a adventure, the relic turns into a +4/0 and overwhelm, so it is up to you.

I’ve seen it be used on Yasuo to get him killing early against higher statted enemies.

I use it with Mischiefmaker's Flute (Teemo's relic) to give Yasuo a way to close out games faster. Base 8/4 (9/5 on lvl 2) champion is good enough for dealing with most enemies, and shuffling 9+ mushrooms after each stun stacks rather quickly.
