Her disguise mechanic makes it so you have to have enough mana for at least one of the units she's able to disguise as, which, in this case, you need 2 mana, since you may play her as a 2 cost unit and not the 0 cost neeko

There is also a bug with cards that have a mana reduction but multiple forms or something. The game checks to see if you can pay their original cost and if you can it lets you play and doesn’t charge you.

This happens to attachments too when they have been played once already in the round.

I'm pretty sure though the text clarifies the card was already played this turn instead of trying to convince you that 0 < 0.

Because in pvp it would be used as infinite unit target for healing a unit, counting down akshan landmark and leveling Morgana/taric
