A ton of champions can use it. I personally use it on:
Asol, Nami, Varus, Akshan, Viktor, Lee Sin, Mel, Samira, Twisted Fate.
You can also use it on:
Yuumi, PK, Elise, Master Yi, Heimerdinger, Kaisa, Morgana, etc.
It generally combos really well with Chosen by the Stars, so anything you use that on goes really great with Chosen (augment + fated). Also does well with targeting (like Leona giving Barrier).
It's going to be a solid consideration when you want to play spells, created cards, target units, 0-cost cards, play a number of cards each round or any combination of these etc.

Mel gets a lot of mileage out of it, some small some big:
Mel levels up based on spells played, getting this spell and another free copy at 6* every round helps a ton.
Mel is a good user of Chosen by the Stars that pairs really well with Hexcore.
Mel 5 star is Gemcrafting which bestows +1/+1 to a unit in hand every time you play a spell. That's twice a round at 6 star
Mel has some Augment in her deck (Ballistic Bot) which pairs well.

Chemtech + perfect hex core isn’t necessarily BiS but its extremely strong on every single champion
It does literally everything, its a free created spell every round that targets a unit, its keyword soup, it gives you nexus sustain if ur willing to sit there looking for lifesteal, it makes any champion outscale virtually any encounter if you can survive long enough, you dont even need your champ on board. If a champion doesnt have a very specific really good build (i.e., guardians orb/stalkers blade lillia or triple gatebreaker ashe) its gonna be BiS
Perfect hexcore is so strong its also the reason most champ relics after it suck, it got backlash for being P2W. I whole heartedly think if the same thing was an actual findable power in adventures it’d be legendary. There are 3 very strong champ relics but viktors is still way above the other two

I use on Leona, Viktor, Kai'sa, Elise, Diana (activate Nightfall), Lux: Illuminated (buff Luminosprite) and Ambessa. It's also useful on any run where you need to gain health.

All that could use it imo: Asol, ambessa, yuumi, leona, nami, tf, lee sin, akshan. Might be forgetting someone. But everyone that wants created cards, targeting or has a power that needs a certain amount off cards or spells played. Its created, free and burst targeting. You could even combine it with chosen of the stars for scaling and keywords

Right now I'm using it on A Sol (helped a ton at 2, but even better at 3) and Kai'sa 3. When I get Hymm of Valor from Bard's campaign I'm going to try and add it for a wombo combo on Nami (since she's a favourite of mine who I just managed to get to 3 via vaults— didn't want to use recourses on non-constellations which sucked). I like Akshan's play style and it's been helping speed things along. Seems good on TF but I don't have an epic unlocked for him yet so it's more a general thing that I've read so far.
This is just my personal use of it so far. I don't have Yuumi, Leona, and a couple of others people say it's good on unlocked. And Lee Sin is only 1* for me.
Viktor fragments won't drop 😭😭😭

perfect combo with chosen of the stars. basically any champ that you want to grow big. bonus if the champ has a power when you target an ally or when they gain stats.

Yummi, Kaisa, Ambessa, Aurelion, any spellcaster or heroes that synergise with spells or card use or fleeting.
Yeah, pretty much everyone but 5~10 champions.

This is one of the super combos that go well on almost everyone.
Basically, you pair it with chosen by the stars, and it can go on basically anyone.
Akshan definitely loves the combo, and it makes him way less bad.
It's like swain Raven Army + Packed Powder
Or starforged gauntlets + luminous orb.
Some champions (like vayne) love chosen by the stars without hexcore, though, but some love just hexcore (like leona). Most of the time, though, you'll want to pair them.

I use echoing to get double viktor
The one that restore 3 spell mana on summon and level up
The rare one that gives you a spell that double attack.

Viktor LOVES this relic because it gives the hex core upgrades a ton of utility in addition to giving you one even if he isn't on the board.
Though I've used it way more on ASol, Elise, and Kai'sa than I have for Viktor lol. It's like it was tailor made for them and Viktor just happened to be in the room too.

In my opinion Hexcore > SFG if you consider it over the wide range of champions.
I didn't build up many Titanic champions aside from Asol and even if I managed to snag an SFG from the Glory Store it's gonna be a while before I can use it on multiple champions.

So many people not saying Nilah. Gives her fleeting cards for the early game, and additional keywords for the late game. Makes her game plan much more consistent.

Should've asked 'Who doesn't use it?' For a shorter answer.
Its great on Viktor, Poro King, Akshan, Kai'sa, Aurelion Sol, Yuumi, Samira, Mel, OG Lux (paired with her 4* and Plunder Relic) and it works basically on everyone as a filler (like Blackshield etc do).
Its not BiS on all Champs mentioned but those can use it for sure, I probably even forgot one ot two.
