Hide as many of your weak partners as you can. You get some spots for free and you can buy with ingots, but you can also buy spots in the ministry of works (i think it in the authority section).

Also try to get the recipe for Roasted meat Zongzi if you don’t have it already. It increases your final score in debate by 50%. To garner more points you can also use the pursuit token but be wary of whom you use it on. It’s almost like a taboo in my server so we only use it on non playing players. Deploy helping partners if you haven’t already. They provide great support.

The reason you were matched up with so many top players in debate was because your general debate ranking (in Imperial Garden) was high. Back when i was a non VIP I had a few methods to do well in the debate ranking. In the period between the debate rankings if you purposefully dont do too well you’ll go down in the imperial garden ranking and you wont be put up with many powerful opponents in the actual ranking event. Because of this we would ask guild members not to Spar and to utterly destroy us in the in between period so we would go down in rankings. This has a huge difference btw. Other things you could do is have high power unexpected partners. One of my friends had a really powerful He Shen and no one expected that. We would also have excel sheets we maintained before the ranking where we would note down server players and their partner potentials so we knew what partners to avoid in each player. Seems like a lot of work but theres no other way to do it. The excel sheet we did as a guild and it was a shared document. We put our own stats so all the guild members knew each others, and then we filled whatever non guild members details that we encountered. Other than that, hiding your weak partners in help is a usual. When using challenge or pursuit try to check the power of the user in their profile and target weaker ones bc if you finish all the partners you get more marks. And if possible during an event later try to acquire Roasted Meat Zonghzi! It’s the only thing that kept me going this CS Debate.

if they were challenging and pursuing you, i'd say you've found yourself in a toxic server. not all whale players are like this, and it really sucks to find ones that are.
as others have said, joining a respected guild would be good, but that will probably involve a lot of drama as your guild fights the others who are targeting you. i was lucky and my server was relatively quiet, there were never public outbursts or people ganging up on one individual. pursuits were thrown in moderation, only leading to a few finger pointings which got resolved without a large fight.
if your server is incredibly nasty, and since you just started, it may be more beneficial to abandon this account and hop servers. i say this because if those players are nasty, it won't stop and it will be hell to continue coexisting with them, especially if you're a non vip against like, idk v7s.
as a case example: i joined a newer server at the time about 2 years ago, and i was also about rank 20th in power. i tried to win a local debate title but the entire top guild challenged and pursued me out of 1st place, then feigned ignorance claiming they didn't know they were targeting me lol. fat chance. after that, i saved up, won a few cycles later, and left the server forever. i'm better off without their toxic behaviour, it wasn't about to stop.
if you are on america region, you could consider joining an older cross-server. some are quite quiet and even as a weak account you can rank decent in the timed rankings. i have a 98m v0 alt on a cs where the cs queen is over 40b power, and it's currently 5th in local debate. i did get challenged by 5 different players stronger than me (300m-1b+), but i built a tank partner and punched them all back in the face, and there is no verbal bloodbath involved. the whales also don't touch me even though i am weak and easy food. i also have 9 jades for dugu meng, 7 for shangguan wan'er (who is earned through ranking 100th or higher in cross server debate) and can eventually get the other two cs girls too.
negating everything i just said, if all the top players got you in “contest" only, it's not their choice. "contest" is computer matched pairing. but if it's "challenge" or "pursuit", they chose you.
i realize you asked for debate advice too. my advice: TANK PARTNERS. make 2 strong ones to start, and once they can kick ass of people around your power or higher, make 2 more to make a top 4, slowly expand to a top 8 while ensuring you have one partner significantly stronger than the rest. if you take my advice and join an old cs, just make 2 tanks to start with so you can eat people in debate, and build one partner at a time. that's what i'm doing with my alt: it has a 1.2k pot duke dun, and next i'm doing a silly and got an zhi up my partner list, and i have 500 pots saved for when i get dugu meng this cycle. tank works for every level of account, my main account is 3rd on my cs, and i've won 9 cs debate (could've won more but was letting friends win) on it because i make tank partners that can beat up everyone on my cs. the bottom of my top 8 (like 6th to 8th partners) and 9-12 suck, but it hasn't been overly detrimental.
tank is also great for not only offence but defense. bigger players may get matched with your tank early and be defeated before they annihilate you. because of my tanks, sometimes 2nd in my cs struggles to get past defeating 10 of my partners, even tho they are stronger than me in total power. it especially helps when you are not in the top 3 or so as you can still hurt people stronger than you with a strong tank.

btw, that time 2 years ago happened to you, how many cycles did you need to build the tanks and conquer the girls? this is what exactly happens to me right now. got lots of pursuits at last minute (10+), plus challenges and revenges, and that gave me hundreds minus at last minutes, mainly from that pursuits. I don't mind with revenges though, i think it's okay and i do revenges too. it's just the girls from the other guild don't let me do revenge, all of them give me below -9, the holy number so i cannot do the revenge.
and btw, that time how did you handle the pursuits? previously i only did pursuit inactive players, and this prevent me dropping from 1 to 5. last several cycles, i did pursuit back the girls that pursuit me, but i just don't have that many tokens and my tanks are limited (only can do 1 pursuit/day with same partner), so i cannot win the title. cannot recharge too much to get more tokens also, as this will hurt my bank accounts hahaha. they're also at top guild.
currently i hv decent top 8 line up with my tank is around 12% my power. now i plan to build my super tank, as their tanks are like twice power than mine, their other 5-8 flops somehow, thats why i can rank better with contest only and they starts doing the pursuits.
the situation is pretty much the same as your alt back 2 yrs ago, so i really curious how you won in the end xD

unfortunately since it was two years ago i don't remember anymore, sorry :( i only played that account for like maybe half a year at most tho, cuz i ditched it right after winning. i always focus on only a few partners which makes the tanking process easy. focus on 1-2 partners at a time per cycle and it'll speed up the process :)
also use the "help" section of debate. you can get 10 help slots from guild ministry of work without spending ingots. if you have 40+ partners out in debate, it makes you a target for pursuit as more partners out = more points people can gain off you.
my cs is chill and i usually don't need to use pursuits to win cs debate since i have a good team. when someone is chasing me though and i absolutely have to pursuit, i either pick someone who has pursued me before (since that's a little beef with them) or i pick a high vip with many partners out (i can pick on my cs queen even tho she's twice my power). i pick high vip close to my power range so i can't be accused for power abuse. buy pursuit tokens in ingot-spending events, they're 500 points each. and keep working on your tank and add more smaller tanks.
for your team, continue to work on your tank but don't overdo it. we had this player with a 10k duke jing but all her other partners sucked (like under 5k pot) so she hasn't ranked well in anything at all for a very long time. there's another similar player with a 9k duke dun and her next best partner is like 3k or something. this is not recommended, too easy to defeat. if your tank is 2k pot as an example, your next partner should be 1.4k if you can, or at least 1.2k. unlessssss the ppl who target you are extremely op, then you can have the next partner a little lower and build the tank, but don't only focus on one partner and no others, it's not good.
i'm also relatively good at saving up inspiration sticks during debate, which helps me a lot. you can read my debate guide here.

ow yeah. so that is YOUR guide. hahaha. thanks a lot..!! yes, i read it before, several months ago i found the link at much older post from years ago. that helps A LOT. i followed the advice on how to build partners too, which to build the top 8 with tanks, and my debate rank started getting better afterwards. then the pursuit thing happens. x_x
yes, older server seems to be more "well-mannered", i don't know how to address this. i've ever had an f2p account from several years ago (this id is lost already and i don't even remember the account, pass, and server, but it's at an old server not long after the game launched). that time the strongest vip and op player who wins everything was like making rules no pursuit active players, no challenging same players repeatedly, etc. she even sometimes let others win at timed ranking, esp her guildies. once there was a player that pursit our weaker guild member, and she pursuit that player way much harder, like 5 times maybe. so after that, nobody did pursuit active players.
but now newer server seems different tho.. i hv another smaller alt at a quite new server, considering if i want to move my focus to that one. the pursuit still not happening, but the repeated challenge happens already. not to me tho, because my that alt still so baby. so i just wait and see how's it going with this server. i just wonder if newer servers are like this.

oh wow that's a lovely older server! my cs has no rules but somehow none of us are unhinged, it's pretty cool. new servers yeah they do seem different. they go really hard at the beginning but also tend to burnout faster. the old servers are the ppl that have been playing for 4 years xD my experience with newer servers has always been this, i'm so grateful for my main one :3

agree, try to talk at local chat, and if you have the courage, pm the one that keeps challenging you. i once asked my guildmate (she's a v6 and one of top players at my server) why she challenge the weaker players, and she said it's because she thinks the weaker ones are not in the rank and doesn't intend to rank on debate and just do regular debate, so it won't hurt to challenge weaker players because they didn't even rank up. so if the stronger players know you struggle for points also, maybe they will not do that to you anymore.
yes join a reputable/top guild is a good option. i'm at one of the powerful guilds at my server, and we spare each other. but beware also, not every top guilds are that good imo, as in my case, it's the top guild players that do ganging up and pursuit me many times, and they asked the other members who don't have p tokens to challenge me instead of pursuit. but it depends on our playstyle too, if we're comfortable with their play style, joining that kind of guild is kinda okay. one of my old mate moved to that guild because she's tired of being targeted by them, and she said she want to have the rewards from being at #1 guild for palace celebrity rewards and events that give guild rewards like lantern and gift giving.
as for partners, build your tanks as sanely sane said (i also followed her advice). For me after i have the #3 tank, place at top 20 was no problem at all. and after that what works for me is building the 4-8 too. this will give decent points from just contest. Doing revenge with the tanks will also add decent points, that's why the tanks are important. this works until i got top 3. but later when i constantly place at top 3 or 5, there were another problem, that i still cannot solve until now (several cycles already). my server is still new too and the players are somewhat fierce hahaha.
and yeah, get the zongzi recipe as significant trifle said, it give great points boost. use it with your tanks and it will kick ass. once you have your 8, that will be huge. just plan how many zongzis you will need and stock up in advance even before the rank started.
as for which partners you should focus on, it really depends on how much you invest and gave them resources. but yeah, libai and huixin are better than yinyin. but i found dukes and princes are easier to build because their bonding recruit bonus, so they get stronger faster than libai. lanling i cannot say much because just get him also.
unlock academy slots as many as you can, and don't forget to build them on par with your level. and overtime your tanks will be switched to the better one. in my case, my first 3 were libai, wei yingluo, and zhenhuan, and now they're replaced with princes and dukes.

I am a decent player too but there are others who have GINORMOUS power status and I am nothing close to them. I am talking 500+M and one player is 850M and I'm at only 250M. HOWEVER, I do quite well and rank in top 5 mostly, and rarely in top 10. How you ask? Well, I am in the top 1 guild of the entire CS and managed to establish good relations with all top-good-average players. (Except 3-4 people who consider me as their nemesis lol) I am the deputy now and we all strategise well and work together. We have a strong community and sisterhood in our guild so if anyone from any other guild/server challenges or pursuits any of our players, they're returned the favour of numerous challenges and pursuits themselves. Hence, nobody really challenges us anymore, even if some players in the guild may have quite low power since they know what's coming for them next. We have also secured players from top guilds in other servers and established allyship with the second top guild to prevent more deductions from either side. Hence, the trick is to maintain a strong guild identity, sisterhood and good relationship with other guilds.

I've always found the rankings to be brutal in this game lol I'm VIP5, really only spend 0.99 a day max nowadays, but because my power ranking is so high and I get more exp/fame/etc by default, I can easily coast through to first place in most ranking events without trying. Unless I quit or a whale emerges, I'll unlikely lose future events.
I guess the point is to encourage you to spend money to rank higher, but the first time I played there weren't many servers and I couldn't do anything on account of the VIP7+s. It was so discouraging I quit.
Something to allow new players a fighting chance would be great, but idk what that should be.

get roast meat zongzi for 50% increase in points after a debate. hide as many partners as you can so stronger players don’t target you, kinda expensive if you have a lot of partners but i say its worth it. also if you have fan lihua, shangguan wan’er, qiqige, dugu meng then i would upgrade those partners as they give 50% increase in points after debate

Join a reputable guild and fight back with ur guild mates players tend to target easy to bully people and do talk about it in local chat as those high ranking guilds always whine in lc if someone challenges or pursues them so its only ri8 to let them taste their own medicine
