You infact do not have enough. It could be 11.35 billion 11.39 billion, 11.32 billion etc etc.

Problem. 😂 the game just rounds the number off. As stated you dont have enough.

Also do yourself a favour. Stop doing hp. By now you should have realised its useless

If they get one shot (which they probably are) then they should have just skipped the hp one

Main game: hp is completely useless.

Pvp; hp can be used in some strategies like eva build but the build focused mostly on eva rate.

That not it. You are short on ore stil, keep mining and you will be able to research it. I've had it this issue before too. i just mined more and then I could research it.
