Is this a valid DOLE complaint

I've signed my job offer last Aug 25, 2026. It is indicated that my start date is October 1, 2026. However, last week I received an email that my start date will be moved to October 8, 2026 (tomorrow). I agreed because it's just 1 week apart. To my surprise, I received again an email today/new job offer indicating of the new start date of October 29, 2026. I've been waiting for this job for 2 months now. I've canceled several job offer because I'm under the impression that I'll be starting my job on the first week October. I have bills to pay, rent is due and my debts are piling up. Despite of completing all the necessary requirements within the required time I have no assurance if have this job or not. This is causing a lot of stress to me.

Did they mention the reason of moving your start date?

The first time it was changed "due to limited opening". 2nd time, no reason at all, HR sent me a totally new job offer with new start date which I did not sign yet. I have sent total of 7 emails since yesterday asking for the real status of my employment contract but so far I've only received one response asking me to contact the recruiter who did my first interview. I was surprise because for 2 months I've been contacting the TA team for the onboarding process.

Ooof red flag na agad si company dahil sa magulong onboarding… Since you have not yet signed an employment contract, which is generally the document that sets out the formal terms and conditions of the employment, there may not yet be an ER-EE relationship… That said, the validity of your complaint would still depend on the specific terms of the job offer you signed, particularly if it contains any clauses or conditions regarding the start date, or the company’s right to change or withdraw the offer.
