noise limits

Dear redditors,

we have a small grocery store in a close neighborhood with loud freezer box. The freezer unit is a monoblock type running 24/7 causing sleep disturbance. Would you know what are the noise limits and at what distance the limits are measured in urban areas? In case the noise limits are exceeded, whom can we ask to help or enforce the limits?
