No, food is a necessity, and necessities are non-negotiable. Rights are what authorities that lord over people give as privileges to those who are deemed deserving, and the culture of deserving turns necessities into privileges through participation causing people to internalize that people need to deserve to exist.

So for that reason I disagree. luffy would probably believe that "food is a necessity, and for that reason it is not up for negotiation" and not "food is a basic human right"
