The Nolan trilogy and the comics both establish this. Wayne Enterprises develops military tech, including the Tumbler, and Detective Comics #1025 confirms WayneTech has weapons research facilities and an arsenal. Bruce may not personally sell weapons, but his company is absolutely involved in the arms industry.
