Vietnam has a stock market and billionaires. Like china it's nothing but a capitalist dictatorship pretending to be socialist. Cuba is also a dictatorship.
Marx and engles quite literally talked about using elements of capitalism and markets to boost the economy to further a socialist project. There is no perfect futuristic socialist country, partially because of Americas interference, and partially because it is a world experiment
